Master Page Option not under "Look and Feel"

I am running WSS 3.0 and in my site administration, I do not see the Master Page option under Look and Feel... does anyone know what I have to do to make this appear on my site admin?

Master Page selection is not part of the web user interface in WSS. You either need to open the site in SharePoint Designer to select your master page, or install the Master Picker feature (written by WSS MVP Renaud Comte), from CodePlex.
