SharePoint University

When I customize the default.aspx and .master It works fine under the admin account , I  customized it for..... however when I login back to the system on a lower account access it does not show me the customizations and show me an older version .. before customizations...

All customizations were done in Sharepoint designer.

Since you changed the Master page as admin , you need to publish it. I mean you have to check-in. When you check in the file, you will be asked to publish this page by the Sharepoint designer.
