Automate the process of creating views in a document repository

Hi, I am trying to find a way to automate the process of creating views in a document library when a new site is created.

We have one document library where we are storing all of our documents with seven different columns (metadata).  Each Department site and Project site have different views of the document library based on the Department, Project,  Document Type, or combination's of the two.

When a 'Project Site' is created I want to automate the creation of views dynamically.  (e.g. One view is sorted by the 'Project Name' and the 'Document Type')

I don't know if there is a way of looking at content on the created site and somehow take in that information and create views in the document library based on that information.

If this is not possible does anyone know of any kind of 3rd party software, or a method that could break down this method and make it easier for a user to create a site and not have to manually create a view in the document library and than go to the project site and create links to the views.

We are using Sharepoint Portal Server 2003 and are planning  on upgrading to MOSS 2007 in September.  Any help would be greatly appreciated!

    Thanks
