Does Multi server farm needs load balancing?

Hello, This might be a stupid question to ask.... but if I want to have a 2 WFE, 1 APP server and 1 SQL server deployment, do I need to setup load balancing for the WFE? If the answer is 'no', does it mean users can just access the 2 WFE with different IP addresses? How does SharePoint handle...
