First off, in your command syntax, you need to point to the full file name (i.e. d:\infogrator.dat) Have you already setup the site http://sharepoint:90 ? What permissions do you have? Are you the site administrator for sharepoint:90 ?

Restoring individual pages via SQL is not supported. There are some things you can do with FrontPage to create a new page, but usually when you delete the default page or the forms folder in lists, you are in trouble and need to recreate the site. Good thing you have backups :)
