    There's a drop down box next to the text box for search. Make sure it's on "People" and not "All Sites." If that People Search isn't working then... Inside of Shared Services Admin, go to Search Settings -> Content sources and crawl schedules -> Local Office Sharepoint...

    What about when you do a regular People Search using the top right textbox and magnifying glass? Does that People Search work? You shouldn't need to create a search results page because Sharepoint does that for you automatically. Is the Office Sharepoint Server Search started on the server?
