Users Not Showing Up in All People

What conditions must be met before a user will show up on the "All People" list? Out of 500 or so users, I have about 90 that are not showing up, even thought they say they have accessed the site and I have checked that they have the correct permissions and rights. We are using Active Directory...

Hi Recently we have changed the AD from OLD_DOMAIN to NEW_DOMAIN. The users have been moved from OLD_DOMAIN\userA to NEW_DOMAIN\userA.
