Users Not Showing Up in All People

What conditions must be met before a user will show up on the "All People" list? Out of 500 or so users, I have about 90 that are not showing up, even thought they say they have accessed the site and I have checked that they have the correct permissions and rights. We are using Active Directory...

I'm assuming you can use views with this. However, I'm not sure how to use code or Sharepoint Designer to tell whether a document has been read or not.
