where is my web.config??

I am trying to deploy some webparts and I want to change the trust level, therefor i am looking for the web.config which is supposed to be located in C:/inetpub/wwwroot but it is not. From all the other web.config that there are in the server, which one should I change? Btw, it is a windows server 2003...
